Now a fugitive, Ozymandias assembles a group to locate Doctor Manhattan and enlist his help in saving the world.

Simultaneously, in the DC Universe's present day, the Supermen Theory, a conspiracy alleging that the U.S. government created its own metahumans, triggers international conflict and an arms race. Governments worldwide recruit metahumans and establish official superteams. As characters from both universes interact, they seek out Manhattan for diverse reasons, leading to encounters with mysteries and revelations they never anticipated.
